Since April, 1976, Mr. Zhang has successively served for the People’s Court of Xuhui District of Shanghai as clerk, assistant judge, judge, member of the judicial committee, deputy director and director of the General Office, and member of the CPC Leadership Group; for the Organization Department of the CPC Shanghai committee as associate consultant, director, and assistant counsel of the Division of CPC and Government Administrative Personnel, associate consultant, deputy director, and deputy director of the General Office of the Division of District and County Administrative Personnel; and for the CPC Committee of Zhabei District of Shanghai as member of the Standing Committee and Director of the Department of Publicity.
