Bie Tao is Deputy Director of Policy and Law for the Ministry of Environmental Protection, where he develops work plans for the Division of Environmental Law, overseeing the implementation, evaluation and performance of the Division. He also administers the annual budget, and coordinates the work relationships with other Divisions within the Ministry. In addition, Mr. Tao provides professional support to local governments in the development of various local environmental regulations. He has been engaged in the deliberating of major national environmental legislation such as the Water Pollution Act of 1996 and the Amendments to the Marine Environmental Protection Act of 2001. Mr. Tao has also organized investigations into major environmental violation cases, coordinated the nationwide inspection for environmental enforcement, imposed administrative penalties on influential environmental violators, handled major environment-related law enforcement cases and coordinated with other governmental agencies. Previously, he was Executive-Editor for the Yearbook of Environmental Laws and Regulations in China (Edition: 1997-2006), the Collection of Local Environmental Legislation in China, the Collection of International Environmental Treaties, and was Editor-in-Chief for: Environmental Laws & Regulations in China and the Rules of the WTO and Citizen Enforcement: Public Interest Environmental Litigation in China.
